Kingdom of Saudi Arabia can be an example in recognizing the rights of volunteer workers.



The Kingdom Vision 2030 tends to value voluntary work, due to the importance of its role in society and in enriching the country with several achievements.


The Saudi Government offers all the means and conditions to facilitate and encourage voluntary work.


The Saudi Government contributes to raising awareness of the rights to volunteering, whether of the volunteer, or of the voluntary entity.


In an effort to organize and develop voluntary work, to spread the culture of voluntary work and to value national values ​​and the capabilities of the individual, the Council of Ministers recognized on January 22nd, 2020, the system of voluntary work detailing the rights of both parties (the volunteer and the voluntary entity).


First, the system defines voluntary work, and clarifies that it must be non-profit, whether in the public or private sectors. Then, in article 9 of the system, it is stated that the volunteer has the right to practice the work through the formation of a team, after being registered and approved by the beneficiary agency.




The volunteer also has the right to obtain the following benefits:




    

  • The necessary training in their volunteer area.
    • 

  • Devices, tools and clothing needed for volunteer work.
    • 

  • Accommodation, transportation, as well as housing, if volunteer work is far from their home.
    • 

  • Necessary treatment if they suffer an injury during training or volunteer work, or during the trips to and from the place of volunteer work.
    • 

  • An identification card issued by the beneficiary.
    • 

  • A certificate of volunteering and experience, issued by the beneficiary, which includes the type of volunteer work performed, its duration, hours of volunteer work and a description of the experience gained from it.
    • 





On the other hand, the beneficiary has rights to be respected by the volunteer, which, in general, are:




    

  • Show the morals and ethics required by the volunteer work that have been chosen.
    • 

  • Carry out voluntary work with honesty and integrity in accordance with the requirements, principles and objectives of voluntary work, as well as regulations, standards and instructions relating to the area of ​​volunteering.
    • 

  • Follow the regulations, instructions and controls required by the beneficiary party during its voluntary work.
    • 

  • Preserving all the property entrusted to him, in all its forms and returning it to the beneficiary.
    • 

  • Observe the safety and protection measures for workers in voluntary work, if the work is in the field, in coordination with the beneficiary party.
    • 

  • Respect the confidentiality related to the voluntary work during or after its termination.
    • 

  • Do not disclose or make any statements containing information to any means of communication without obtaining authorization from the person responsible for the beneficiary party, and the beneficiary may take the necessary measures to ensure that the volunteer complies with the requirements and principles of volunteer work.
    • 





In addition, the system guarantees the volunteer the right to an annual tribute in accordance with Article Thirteen (13): The beneficiary can honor volunteers annually at national or international events, and the head of the beneficiary organization can grant the volunteer what they consider adequate in terms of moral incentives.


Among the most important rights stipulated by law, in order to control and supervise the exploitation of the efforts of volunteers by non-profit organizations, there is Article 15 of the system:




Private sector establishments cannot benefit from the efforts of volunteers in the event of a return of direct or indirect profit to their institutions and / or facilities.




In this country that promotes volunteering by individuals, groups, civil and governmental institutions, it is important to value volunteers who work together in various fields and areas, considering that the number of volunteers in the Kingdom of Saudi Arabia exceeded 190,000 in 2019, with an average of 19,000,000 hours worked, towards the Kingdom Vision 2030 to reach one million workers in this branch by 2030.

A visão do Reino 2030 tende a valorizar o trabalho voluntário, devido à importância de seu papel na sociedade e no enriquecimento do país com diversas conquistas.


O Governo Saudita oferece todos os meios e condições para facilitar e estimular o trabalho voluntário.


O Governo Saudita contribui para a conscientização dos direitos ao voluntariado, seja do voluntário, ou da entidade voluntária.


Num esforço para organizar e desenvolver o trabalho voluntário, difundir a cultura do trabalho voluntário e valorizar os valores nacionais e a capacidades do indivíduo, o Conselho de Ministros reconheceu em 22/01/2020, o sistema de trabalho voluntário detalhando os direitos de ambas as partes (o voluntário e a entidade voluntária).


Em primeiro lugar, o sistema define o trabalho voluntário, e esclarece que deve ser sem fins lucrativos, seja público ou privado. Em seguida, no artigo 9º do sistema, afirma-se que o voluntário tem o direito de praticar o trabalho meio da formação de uma equipe ,após ser cadastrado e aprovado pelo órgão beneficiário.




O voluntário também tem o direito de obter os seguintes benefícios:


    

  • O treinamento necessário em seu área de voluntariado.
    • 

  • Dispositivos, ferramentas e roupas necessárias para o trabalho voluntário.
    • 

  • Acomodação, transporte, bem como moradia, se o trabalho voluntário for longe de sua residência.
    • 

  • Tratamento necessário caso venha a sofrer alguma lesão durante o treinamento ou trabalho voluntário, ou durante as idas e voltas de e para o local do trabalho voluntário.
    • 

  • Um cartão de identificação emitido pelo beneficiário.
    • 

  • Um certificado de voluntariado e experiência, emitido pelo beneficiário, que inclua o tipo de trabalho voluntário realizado, a sua duração, horas de trabalho voluntário e uma descrição da experiência adquirida com o mesmo
    • 





Por outro lado, o beneficiário tem direitos a serem respeitados pelo voluntário que, em geral, são:




    

  • Mostrar a moral e a ética exigidas pelo trabalho voluntário que escolheu.
    • 

  • Realizar o trabalho voluntário com honestidade e integridade de acordo com os requisitos, princípios e objetivos do trabalho voluntário, bem como os regulamentos, normas e instruções relativos à área do voluntariado.
    • 

  • Seguir os regulamentos, instruções e controles exigidos pela parte beneficiária durante seu trabalho voluntário.
    • 

  • Preservando todo o patrimônio que lhe foi confiado, em todas as suas formas e devolvendo-o ao beneficiário.
    • 

  • Observar as medidas de segurança e proteção dos trabalhadores no trabalho voluntário, se o trabalho for de campo, em coordenação com a parte beneficiária.
    • 

  • Respeitar o sigilo relacionado ao seu trabalho voluntário durante ou após seu término.
    • 

  • Não divulgar ou fazer quaisquer declarações contendo informações a qualquer meio de comunicação sem obter autorização do responsável pela parte beneficiária, podendo o beneficiário tomar as medidas necessárias para garantir que o voluntário cumpra os requisitos e princípios do trabalho voluntário.
    • 





Além disso, o sistema garante ao voluntário o direito a uma homenagem anual de acordo com o Artigo Treze (13): O beneficiário pode homenagear os voluntários anualmente em eventos nacionais ou internacionais, e o chefe da organização beneficiária pode conceder ao voluntário o que considerar adequado em termos de incentivos morais.


Entre os direitos mais importantes estipulados por lei, no intuito de controlar e fiscalizar a exploração dos esforços dos voluntários por organizações sem fins lucrativos, há o Artigo 15 do sistema:




Os estabelecimentos do setor privado não podem se beneficiar dos esforços dos voluntários no caso de retorno de lucro direto ou indireto para suas instituições e / ou instalações.




Nesse país que promove o voluntariado de indivíduos, grupos, instituições civis e governamentais, é importante valorizar , voluntários e voluntárias, que trabalham juntos em vários campos e áreas, considerando que número dos voluntários no Reino da Arábia Saudita ultrapassou 190.000 no ano de 2019, com uma média de 19.000.000 de horas trabalhadas , rumo à Visão Nacional 2030 para alcançar um milhão de trabalhadores deste ramo até 2030.
